Claremore staff outline MS4 stormwater progress, outreach and inspections

City staff provided the annual review of Claremore's municipal separate storm sewer system (MS4) program, outlining the six minimum control measures required under state and federal permits and a range of education, enforcement and infrastructure activities.

The presenter described public education and involvement efforts, including Enviroscape demonstrations reaching about 795 elementary and junior-high students and an expansion of brochure distribution locations. Staff said they conducted dry-weather field screening of all 34 outfalls annually, identified and abated illicit discharges, and replaced about 2,240 feet of sanitary sewer last year.

Construction-site enforcement activities included approximately 514 inspections during the reporting period and issuance of about 143 erosion-control permits, staff said. The city also reported hazardous-waste collection events producing counts and weights for vehicles and materials; specific tallies were provided during the presentation.

For post-construction management, staff said the city inspects stormwater facilities and updates ordinances as needed. The presenter emphasized interagency partnerships, voluntary stream monitoring, and a blue‑collar public‑education approach (e.g., storm-drain marking and distributing pet-waste bags at parks).

Council members commended staff's effort and noted operational improvements, including a reduction in nuisance flooding in some areas after debris clearing. There were no formal motions tied to the review; staff invited questions and offered to provide follow-up detail on specific measures.
