The Pharr Planning and Zoning Commission approved preliminary plats for four subdivisions during a brief meeting that opened at 4 p.m. and concluded with adjournment after routine business.
Daniel Perez, Planner I for the City of Pharr, presented each application and said Development Services recommended approval of the proposed plats subject to standard conditions. He described the first request as the A Ortiz subdivision, a roughly 2-acre tract at the 700 block of West Ortiz Street zoned for single-family homes. "Development services recommends preliminary plat approval of the proposed A Ortiz subdivision," Perez said.
The commission opened each item for discussion; no substantive questions were raised for the Ortiz or Ledesma items and both were approved on voice votes. The Rosalinda Resendiz subdivision (a 1.20-acre tract in the 700 block of South Dogwood Street) was presented by an engineering representative and approved after a voice vote in which one commissioner recorded an abstention. The transcript records the abstention but does not name which commissioner abstained.
Davila and IMS Engineering presented a preliminary plat for Cage Business Park, a 2.235-acre tract along South Cage Boulevard in a Planned Unit Development zone proposed for retail use. During the board discussion a commissioner asked whether a sidewalk would be required; a presenter replied that sidewalks are addressed as part of the building-permit process, saying, "...they will get a building permit and sidewalk is part of the building permit process." The commission then approved the Cage Business Park preliminary plat.
Votes were taken by voice; individual aye/no tallies were not recorded in the transcript. All four applications were approved as recommended by staff. The commission noted one of the items will be forwarded to the city commission on Aug. 3, 2026, at 4 p.m. for further consideration as required.
