Kearney selects downtown fountain site for Clay County 'selfie station'

Kearney aldermen on Aug. 4 selected a downtown location by the fountain at Jefferson and Washington as the site for a Clay County 'selfie station.' Alderwoman Gerri Spencer moved to pick that option; Alderman Ashton King seconded and the motion passed 3-1.
Economic Development Director Carolyn Yatsook presented five possible locations identified by city staff: Washington Street Walkway; two options at the southeast corner of Jefferson & Washington (one by a museum backdrop; one by the fountain with a Kearney banner); Lion's Park (splash pad backdrop); and the Jesse James Trail Bridge.
During discussion, Public Works Director Shelie Daniel explained that Missouri Department of Transportation rules prevent installing a larger street banner at that intersection, limiting how the city can incorporate a banner into the display. The Board voted for the fountain location with the understanding the banner must comply with MoDOT rules.
The vote tally as recorded in the meeting minutes was 3 in favor and 1 opposed; the minutes do not list an individual roll call for that motion. The motion referenced the downtown architecture and a banner but included a caution that banner size is constrained by state road authority rules.
The Board also acknowledged routine reports, heard a public comment about street parking in the Cedarwood Subdivision, and was reminded of upcoming meetings and a Rotary Club Back to School Drive at Lions Park.
