Commissioners decline appointment of Billy Wilson to Lake Norman Marine Commission

The board of Lincoln County commissioners voted to decline the proposed appointment of Billy Wilson as the at-large ninth member (nonvoting) of the reestablished Lake Norman Marine Commission. The motion to approve the resolution failed after several commissioners said the appointment conflicted with earlier understandings about eligibility for the new board.

Commissioner Mullin moved to approve the resolution; Commissioner Susina (voice during debate) opposed, saying the legislative process that created the new board included an understanding that no one from the old board should serve on the new board and that "we made that decision with the request of the legislators." Several commissioners described the prior limitation as a "gentleman's agreement" rather than a statute; supporters of Wilson said the nomination came from the existing members of the commission.

The board took a voice vote and declined the motion; the clerk recorded the outcome and the chair said the Lake Norman Marine Commission chair would be notified to restart the process for finding the ninth member.

The discussion highlighted tension between a locally chosen nominee and an earlier, informal agreement among the board creators not to reappoint prior members. No statutory prohibition was cited during the meeting; commissioners noted the policy was not written into statute but had been part of the organizing discussions.
