Roanoke Rapids — The City Council declared playground equipment at Long Park surplus and authorized its disposal after staff said the structure is more than 40 years old and poses a liability.
"The playground and swing set at Long Park is over 40 years old," the speaker for Parks & Recreation said, noting that staff observed the equipment to be unsafe and recommended disposal under North Carolina statute NCGS 168-2-66. Staff told the council there is currently no plan to replace the equipment in the current fiscal year but that replacement has been requested in the FY27 budget.
Council moved to adopt Resolution No. 2026.02 declaring the property surplus; the motion was seconded and approved by voice vote. During discussion a council member emphasized liability concerns and the attractiveness of old playgrounds to children as an "attractive nuisance," reinforcing the staff recommendation.
The resolution allows staff to dispose of the equipment in accordance with the cited statute; the council did not adopt a replacement plan at the meeting but staff included replacement funding in the FY27 budget request.
