The Roanoke Rapids City Council on Feb. 17 approved two finance items: a $10,500 budget amendment to replace bleachers damaged in a May 2025 storm and an ordinance accepting a $15,000 donation from Angel's Closet for youth sports.
Finance Director Johnson told the council that the Ledgerwood bleachers were included in the city’s insurance claim after last year’s storm and that the reimbursement had been returned to prior‑year fund balance. "So, we're asking you to do a, budget amendment, number 202608 in the amount of $10,500 in order to replace the bleachers Ledgerwood," Johnson said.
Councilman Bryant moved to adopt the ordinance for the bleacher replacement; the motion was seconded and approved by voice vote with no members opposing. Johnson then reported that "Parks and recreation department received a donation in the amount of $15,000 from Angel's Closet, and it's the use for youth sports," and asked the council to adopt ordinance number 2026.09 to accept the funds.
Councilman Jackson moved to adopt the donation ordinance; Strickland seconded. The council approved the donation ordinance by voice vote with no opposition.
Why it matters: replacing the Ledgerwood bleachers restores recreational infrastructure used for youth and community sports, and the Angel's Closet donation provides designated funding for youth programs managed by Parks and Recreation.
Clarifying details: the budget amendment was cited in the meeting as number 202608 for $10,500; the donation ordinance was cited as 2026.09 for $15,000. Johnson said the bleacher replacement was funded from insurance reimbursement that reverted to prior‑year fund balance. The council recorded voice votes and no opposing votes were announced.
What’s next: the ordinances were adopted at the meeting and staff may proceed with procurement and replacement work according to city purchasing procedures.
