Roanoke Rapids swears in Richard Cook as new fire chief

City Manager Tranham introduced Cook’s appointment, noting he has served the community for more than two decades, progressed through department ranks and holds multiple certifications. Tranham described the selection as an internal appointment the city is proud to make and thanked staff for their work during the transition.
Chief Richard Cook thanked city leadership, his colleagues and his wife for their support and acknowledged the previous chief’s influence. "This was really not part of my plan… I definitely want to say thanks for the support from the guys," Cook said, adding he intends to do his best in the role.
The presiding officer thanked Chief Cook and the council moved on to public comment and the agenda; the council appeared to welcome the internal promotion and stressed department continuity during the transition.
