The Roanoke Rapids City Council voted to adopt Resolution 2025.14, updating the city personnel policy so it matches operational practice under a newly implemented NeoGov human-resources and payroll system.
A staff member told the council the amendments add language to Article 3 (pay plan), Section 10, to make salary changes for 12- and 24-hour employees effective at the beginning of the next 28-day pay cycle; those 12- and 24-hour employees include patrol officers and fire shift personnel. The presenter also explained a change in holiday compensation to reflect 12-hour shifts for fire employees (the prior policy cited 10.8 hours) and a technical change to accrual calculations: the city will round accruals to two decimal places rather than three to match NeoGov and earlier HRIS behavior.
The presenter said the policy will also explicitly define "working days" as business days (Monday through Friday, excluding Saturdays, Sundays and city-observed holidays) and asked the council to make the changes effective Jan. 1, 2026, to align with the new annual leave-accrual period. "Because of the accrual rates, we would like to, with your consideration, adopt this resolution, but then make the changes effective 01/01/2026," the staff member said.
Councilman Beal moved to adopt the resolution; Councilman Steinbeck seconded. The council approved the motion by voice vote.
The presenter and council members emphasized the changes are intended to reflect current operations and to reduce manual payroll adjustments rather than to change salary rates or service-year calculations. The council recorded no roll-call tally in the minutes; the motion passed by voice vote. The resolution is to take effect Jan. 1, 2026, as the presenter requested.
