During the public-comment period, Resident (speaker 4) told the council they had heard the town’s marketing company had signed a multi-year extension and asked how the renewal and oversight process works. "I just wanna understand the process of renewing and extending the contract ... 4 years is a long time," the resident said, urging regular check-ins and council involvement on contract reviews.
Chair (speaker 2) responded that marketing is involved in contracts and that staff would check the records to clarify when any extension was approved. Economic development staff (speaker 8) previously presented a tourism and promotions update, including bookings for Red River Park and a visitor guide due this month, which provides context for why the town maintains marketing agreements.
The council also discussed an invitation to bid for an ATM to be placed in the town-hall lobby. Staff (speaker 7) said the vendor would be responsible for cashing, liability and maintenance and that the town would charge a monthly rent (speaker 7 said $100) to cover electricity; Chair (speaker 2) emphasized the vendor would manage cash levels and liability. No final vendor was selected during the meeting.
Chair (speaker 2) also introduced an ordinance to advertise amendments to the town personnel policy (ordinance 2024-O3), noting the council must advertise and hold a public hearing for such an amendment; the ordinance will be advertised before the council takes final action.
The resident’s request for further contract oversight was not resolved at the meeting; staff committed to checking past contract approvals and bringing clarification back to the council.
