“There is not an obligation at this point until such fact — there is not an obligation until we accept an award,” Westwood said, explaining that the grant programs the city will pursue typically pay 75% of acquisition costs and that demolition or other local work may require additional local match if other state funding is unavailable.
Council and staff discussed logistics and timelines. The mayor said staff expects to learn whether Red Lodge makes the shortlist in the first half of next year and that final award decisions would likely come by the end of next year; she asked residents and organizations to submit letters of support to strengthen the application. Staff will post a resident‑support form and requested submissions by the first week of July to include in the application packet.
Council clarified funding sources that will be pursued and constraints tied to each program: the mayor referenced BRIC (Building Resilient Infrastructure and Communities) and FEMA as likely sources. Council also noted program constraints — for example, some funding sources disallow buildings with walls in the floodway but will permit elevated restroom structures if approved.
The motion to adopt the resolution carried 5–0. The resolution directs staff to prepare application materials and to seek resident and organizational support to accompany the grant packet.
