PURA holds virtual public comment session on SpectraTel–AirSpring change of control; no public speakers

The Public Utilities Regulatory Authority held a virtual public comment session on docket 260509 on the proposed change of control between SpectraTel and AirSpring, Commissioner Holly Cheeseman said at the start of the hearing.
“My name is Commissioner Holly Cheeseman,” she said, and she invited members of the public to comment on the application during the virtual session.
Attorneys for the applicants identified the entities they represent. “This is attorney Zachary Buster. I’m an attorney at Brown Rudnick LLP, and I’m appearing this morning on behalf of Spectrum Aggregator LP, Charlesbank Capital Partners LLC, and SpectraTel of the East LLC,” Buster said. Michael Herman of Latham & Watkins LLP said he was counsel for the same applicants.
Rhianna Ash from the Office of Consumer Counsel was on the line but told the commissioners she had no comments at this time. Commissioner Cheeseman made a public-call invitation using the meeting’s raise-hand function and reported that no members of the public indicated they wished to speak during this first opportunity.
Commissioner Cheeseman read a tentative schedule for the docket: a virtual evidentiary hearing on Aug. 13 at 1 p.m.; briefs due Aug. 24, 2026; a proposed final decision on Nov. 13, 2026, with written exceptions due Nov. 30; and a final decision due Dec. 9, 2026. “We have an evidentiary hearing, which will also be virtual, scheduled for August 13 at 1PM,” she said.
Buster notified the commission that the applicants had filed a motion to expedite the proceedings and planned to supplement that filing with a proposed schedule in the next several days. “The applicants have filed a motion to expedite the proceedings and are planning to supplement that with a proposed schedule in the next couple of days,” Buster said. Commissioner Cheeseman said PURA would review the motion and reach a decision in due course.
Commissioner Cheeseman closed the public comment portion of the session, reminded interested parties that written comments may be submitted to PURA at 10 Franklin Square, New Britain, Connecticut 06051 or by email (pura.information@ct.gov or pura.executivesecretary@ct.gov), and thanked attendees for participating. The commission did not take any formal votes at the session; the docket remains pending and is scheduled to move to an evidentiary hearing on Aug. 13, 2026.
