Maddie described the changes as updates to ensure program priorities and oversight of subrecipients. Among the proposed scoring changes is a new question to verify passenger eligibility that would raise the weight of that verification sub‑score, and a question asking whether applicants provide financial benefits to passengers. "Staff feels confident that with these amendments to the scoring criteria, proper oversight and allocations will be made for future applicants," Maddie said.
Maddie also reviewed the call for projects process and funding available this cycle: $55,000 for JARC (Section 5307 JARC) and $619,902 for Section 5310. She outlined eligibility, match splits and timeline: JARC operating expense match is 50% federal/50% local; 5310 operating split is 80% federal/20% local; both programs allow up to 10% of the federal share for administrative costs. She said the call for projects is live, applications are due July 31 and the city will use the PlanX online application platform.
Applications will be scored by an external subcommittee in August, then routed through TAC, TCC and city council approvals and an amendment process before submission to the Federal Transit Administration.
What happens next: the PMP amendment will be returned for action at the next TAC meeting; interested providers must submit applications by the July 31 deadline and secure any required local match commitments during the subsequent approval process.
