He said the TPO had 27 projects competing at the regional impact level within the TPO boundary and is competing in Region D for a share of roughly $236,000,000.
Key recommendations included applying full points to H185121 (NC 801 and US 158 intersection improvements in Bermuda Run/Davie County), allocating points to Winston‑Salem portion of the Burlington'Graham MPO's BRT submission, and donating 47 points to the Greensboro MPO to allow the Winston‑Salem to Greensboro passenger rail project to access the full 100 points. Staff also recommended reserving 400 of the TPO's available 1,900 points to allocate later at the division needs level, where bicycle, pedestrian and transit projects are more likely to secure funding.
Mayor Joins and other members spoke in favor of securing the Northern Beltway segments to avoid losing momentum; one member noted past experience of losing prioritized position when schedules slipped. A motion to approve the point assignment recommendation was made, seconded and approved by roll call; the record shows the vote was unanimous.
What happens next: after TAC point assignment, NCDOT will announce regional impact funding decisions in September; division needs point assignment will follow with TAC consideration expected in October/November 2026.
