Appomattox supervisors approve $25,000 incentive transfer, certify school match and a 3.5% COLA; school CIP transfer tabled

The Appomattox County Board of Supervisors approved several budget and personnel actions at its July meeting, including a $25,000 transfer to reimburse the economic development authority for an annual tax-incentive payment, certification of local school funding necessary to secure additional state aid, and an additional 1.5% cost-of-living adjustment for county employees.
On an economic development item, the board voted to transfer $25,000 from the general fund to a special projects account to reimburse the EDA for an annual tax-incentive payment to Cogona LLC; staff said the company paid $18,995.76 in 2025 taxes and the agreement requires annual board approval of the distribution. The motion passed by unanimous vote.
The Commonwealth's Attorney asked to reallocate supplemental funds after the state increased a grant for a part-time victim-witness prosecutor; because the grant was enlarged and reapproved, the attorney requested moving the previously allocated supplement for that position to three other positions in his office. The board approved the reallocation with no new local dollars required.
The board also considered school funding changes tied to the state budget. Staff reported the school division’s FY27 total budget at $36,875,530 and said the state’s actions raised the required local match by $252,803 (local match now $9,641,079). Dr. Tibbs asked the board to certify the locality’s commitment so the division can receive approximately $646,224 in additional state funds; supervisors discussed using FY26 carryover or CIP balances (the county’s CIP balance was noted as about $800,000) and approved the certification to meet the state deadline.
A separate item reporting $594,944 in verified FY25 year-end savings proposed for transfer to the School Capital Improvement Fund was tabled until the August meeting for further review and audit.
Department heads requested an additional 1.5% COLA for county employees (to align with a 3.5% state COLA); staff estimated the added cost at roughly $100,000. The board approved the additional 1.5% COLA, effective Aug. 1, 2026.
On personnel and governance matters, the board tabled a $3,131 salary adjustment request for the J. Robert Jamerson Library director pending additional information, and it appointed Amanda Scott as the Courthouse District representative to the library board and Reverend Paul Michael Raymond as the Piney Mountain District representative. A vacancy for the Central Virginia Community College board was discussed and tabled until next month.
The consent agenda (bills, minutes, supplemental appropriations and transfers) passed unanimously after brief questions about vendor reporting and a large round of IT purchases; supervisors requested an IT briefing for those interested.
Before adjourning, the county attorney recommended a motion to enter closed session under the Code of Virginia to discuss negotiating a performance agreement related to the industrial park and settlement/water resolution agreements (pursuant to the cited statute); the board moved to enter closed session as read.
