Appomattox supervisors approve fund reallocations, $25,000 EDA incentive and 3.5% total COLA; school certification clears way for state funds

The Appomattox County Board of Supervisors on Wednesday approved several budget and personnel items that the administration said require board sign-off to meet state certification and ongoing incentive agreements.
The Commonwealth's Attorney asked permission to reallocate supplement money originally budgeted for a part-time victim-witness prosecutor after the state increased the grant that supports the position. The board approved the transfer; the county administrator explained the change involved moving previously approved funds between departmental allocations rather than adding new local money.
On economic development, the board approved by consent a transfer of $25,000 from the general fund to reimburse the EDA for an annual tax-incentive payment to Cogona LLC. Administration noted the company paid $18,995.76 in 2025 taxes and the payment stems from a prior hotel incentive agreement.
The board handled a school funding item that board members said required prompt action to secure state deposits: the approved FY27 state budget raised total school funding to $36,875,530 and increased the required local match by $252,803, with an additional $646,224 in state aid available. Dr. Tibbs asked the board to certify the locality’s commitment so the school division could begin receiving state deposits. Board discussion focused on whether to use the school division’s FY25 year-end savings in the School Capital Improvement Fund—audited at $594,944—to offset local needs; the board voted to allow certification so the schools could obtain the state funds, while reserving the option to make CIP adjustments later.
The board also approved an additional 1.5% cost-of-living adjustment for county employees, bringing the total COLA to 3.5% effective Aug. 1 — a measure staff estimated would cost about $100,000 locally.
Appointments and routine items included the appointment of Amanda Scott as the Courthouse District representative to the J. Robert Jamieson Library Board of Trustees, and Reverend Paul Michael Raymond as the Piney Mountain District representative following a recalled vote and re-vote. A request to increase the J. Robert Jamieson Library director’s salary by $3,131 (with a total appropriation of $3,953) was tabled pending more information.
The board approved the consent agenda (bills, minutes, supplemental appropriations and transfers) and later voted to enter closed session to discuss negotiations over a proposed performance agreement related to the industrial park and settlement/water agreements involving Region 2000 and CCUSA.
