Vice Chairman Mike Helman called the Silver Creek Township Board of Supervisors meeting to order at 7:02 p.m. on Aug. 20, 2024. The board conducted routine business, reviewed finances and approved several motions that change how the township will handle driveway permits and short-term equipment spending.
The board voted unanimously to suspend enforcement of Township Ordinance 2015-08-18 while it is rewritten and to continue using the driveway permit with no fees in the interim. "Supervisor Helman made a motion to not enforce Ordinance 2015-08-18 and remove it from the township website until it can be redone and continue to use the driveway permit with no fees until the board can fix the Ordinance," the record shows; Supervisor Brandon Geyen seconded the motion and it carried 4-0.
Why it matters: suspending enforcement removes the existing ordinance from online public guidance and directs staff and residents to follow the township’s existing driveway permit process without fee until the board adopts an updated ordinance. That affects residents seeking driveway permits and clarifies the township’s short-term regulatory stance while a revision is prepared.
Key actions and decisions: the board approved a Monticello Fire contract after review. "Motion was made by Supervisor Nelson to approve contract, second by Supervisor Geyen. Carried 4-0," the minutes state. The board also authorized the maintenance department to spend up to $4,000 to purchase a tack trailer; Vice Chairman Helman moved the authorization, Supervisor Geyen seconded, and the motion carried 4-0.
Financial and administrative notes: Clerk-Treasurer Alana Paumen reported fund balances as follows: General Fund $147,469.20; Contingency $9,646.46; Road & Bridge $519,954.07; Fire Fund $58,281.86; ARPA Fund $13,772.51; Checking $24,687.10. The minutes list audited claims including check 18932 for $555.15; 18935 for $43,683.60; 18939 for $29.95; and 18947 for $3,182.00. The board approved the meeting agenda, the Aug. 6, 2024 minutes and the List of Claims by 4-0 votes earlier in the meeting.
Other items: a certified letter was sent to Mr. John Haack on Aug. 14, 2024, and the maintenance department reported early mowing is underway while weather permits. The board completed a road tour on Aug. 20, 2024. Discussion of a Wright County Code of Ordinances response (solid waste) was continued to the Sept. 3, 2024 meeting. Board members discussed potential uses for remaining ARPA funds — road projects, a new office computer and possible hall flooring — and directed Supervisor Ryan Nelson to gather estimates.
The meeting adjourned at 8:36 p.m. after a motion by Supervisor Brandon Geyen, seconded by Supervisor Sandy Forsman, which carried 4-0. The board will revisit the Wright County code response and finalize budget meeting dates at a future session.
