Carroll County commissioners approve new fund and $184,922 Goodwill renewal contract; routine bills cleared

At their July 20, 2026 meeting, the Carroll County Commissioners approved a slate of routine financial measures, established a new fund and awarded a renewal contract to Goodwill Industries of Greater Cleveland.

The board voted by voice to approve the summary and recording of prior meeting minutes, a travel request, appropriations and appropriation amendments. Commissioners also approved payment of the week’s bills totaling $108,780.53 and separately approved bills described as “without prior authorizations.” The motions were made, seconded and carried by voice vote; individual roll-call tallies were not specified in the record.

The commission established a new fund titled 20851-CEBGFY25; the chair noted that "no approval is necessary from the state audit." The board accepted the recommendation of Jennifer Burns, director of Job and Family Services, and approved a renewal contract with Goodwill Industries of Greater Cleveland in East Central Ohio for youth services. The contract is effective July 1, 2026, through June 30, 2027, in the amount of $184,922.

The meeting record also included a weekly animal-control report filed by Merle Long of the Carroll County dog board for July 12–18: three dogs impounded, three adopted, one redeemed, zero euthanized and zero citations issued. Commissioner Wertner used his remarks to remind attendees to be safe at the county fair and reported that a morning conference with DMA forecast showers the next day followed by cooler, fair-weather conditions.
