City staff explained the ordinance covers four code areas: public art board provisions, waivers for special‑event permits, removal of an impact‑fee indexing provision that conflicts with state statute, and a new temporary exception allowing limited early‑hour concrete pouring. Dr. Correa (staff presenter) described the proposed process: an initial written request to the city at least 10 calendar days before the scheduled activity, a 48‑hour neighbor notice by mail to properties within 200 feet of the site, and a visible variable message board on or near the site displayed for 24 hours at least three days before the pour (or a larger notice radius as an alternative). Staff said subsequent change requests would be allowed with a two‑day notice requirement.

Council members questioned operational details, including whether the city would 'approve' notifications or accept them as filings and whether mail timelines create practical constraints. Staff clarified the filing is treated as a notification to public works (not an approval that would allow the city to deny a pour) and said the 10‑day window is intended to provide transparency while allowing flexibility for weather and schedule changes.

The ordinance also removes language permitting indexing of impact fees to comply with state statutes and updates miscellaneous code sections, including public art board rules and special‑event waiver language.
