Council raises safety concerns after reports of oil leaks from Red Lodge trolley

Residents told the council they observed a trolley leaking substantial oil and emitting smoke, describing the oil patch as large and saying the vehicle 'drips like a Subaru.' Council members said the visible leaks raise potential fire and pollution concerns and asked staff to contact trolley owners and the police department to determine whether inspections or enforcement are required.

A committee member who reported the observation said the oil and visible smoke appeared severe and that bystanders were asked to move away when it was smoking. The committee member said she took a photo and characterized the spill as a legitimate safety concern. A staff member confirmed she would "follow-up with the owners and and share that there's a concern and also follow-up with Chief Schrock," and asked whether public-transport inspection standards apply to the vehicle.

Members debated whether state inspection rules apply to this kind of public conveyance; one participant said, "There's no inspections in this state," while others said public-transport providers typically have inspection requirements and that the police department would be the appropriate place to start inquiries.

Council asked staff to confirm legal inspection requirements, contact the trolley owner about the mechanical condition and oil leaks, and report any findings back to the council. No formal enforcement action or inspection was ordered during the meeting.
