Council member Marcia Matson presented a resolution aimed at increasing transparency around legal services and litigation spending, saying legal expenditures had grown from a budgeted ~$323,576 for general legal services to an estimated more than $1.1 million this year and citing multiple high‑cost cases.
Matson proposed monthly public reports identifying each lawsuit, the case name, purpose, status and current expenditures and asked for budget‑to‑date and projected remaining litigation costs. Village attorney John Quick and the manager said invoices are public records and that attorney bills are tracked by case, but Quick warned that requiring the administration to proactively create and publish cumulative projections or case‑by‑case mental impressions could reveal litigation strategy and potentially be used by adversaries. He also raised practical concerns about redactions and additional website ADA compliance costs if material were posted online.
Matson agreed to narrow the resolution—striking certain budget projection language—and the council considered an amendment to direct the manager to publish fiscal year‑to‑date totals by case for public records subject to disclosure. After amendment and debate the item failed by a 3–2 vote.
