The Village of Bloomington Finance & Purchase Committee met Sept. 30, 2024, to review the draft budget and received guidance from Jay Bennett of Johnson Block on ways to remain under Wisconsin's expenditure restraint cap so the village can qualify for state incentive aid. Village President Robert McLimans presided.
Bennett led a detailed breakdown of proposed revenues and expenditures and recommended reducing budgeted expenses to meet the state's expenditure restraint threshold. Committee members, including Dawn Drew, Al Mergen and Dennis Moris, discussed options for where adjustments could be made in the draft budget. No specific dollar amounts or line-item reductions were recorded in the public minutes.
Following the budget discussion, McLimans announced the committee would enter a closed session under Wisconsin Statute 19.85(1)(c), which covers consideration of employment, promotion, compensation or performance evaluation data of any public employee. McLimans moved to go into closed session; Dawn Drew seconded the motion, and the members present voted unanimously in favor.
After the closed session, McLimans moved and Dennis Moris seconded a motion to reconvene in open session; members again voted unanimously. McLimans asked for future agenda items and none were suggested. McLimans then moved to adjourn; Moris seconded and the meeting adjourned.
