Bloomington trustees approve temporary alcohol permits, authorize sump-pump fines and consider chicken ordinance changes

At the Sept. 2 meeting the Village of Bloomington Board unanimously approved two temporary alcohol licenses: one for St. Mary’s Congregation for the St. Mary’s Fall Festival (Sept. 13–14, 2025) and another for Blake’s Prairie Fair Board’s 10th Annual 'Battle of the Bog' mud bog (Sept. 21, 2025). Scott Daentl moved to approve the St. Mary’s license, Dennis Morris seconded; McLimans moved to approve the Blake's Prairie permit and Daentl seconded. Clerk Shawna Atterbury confirmed all required forms had been submitted and credited new secretary Jessica Mueller with ensuring correct paperwork.
The board also addressed enforcement of the village sump-pump ordinance. Clerk Atterbury said fines may be added to property taxes under the ordinance; Officer Small had sent notification letters. The board identified noncompliant properties, including 825 Fourth Street and a property owned by Tyler Crubel, and authorized proceeding with fines after notifications on a motion by Scott Daentl, seconded by Al Mergen.
Trustees discussed recurring complaints about chickens running at large or placed too close to property lines. Dawn Drew said she would research Dubuque’s chicken ordinance as an example of clearer wording; Drew and Chasity Allen offered to share ordinance research by email for potential future action.
