Bloomington trustees approve permits, contracts and holiday bonuses; set caucus for Jan. 5

The Village of Bloomington Board approved a series of routine actions Dec. 1, including parade and permitting requests, a small repair contract for municipal buildings, election worker appointments, and employee holiday bonuses.
Trustees unanimously approved an application to allow the River Ridge Homecoming parade to pass through downtown Bloomington and authorized staff to apply for required permits. The board also granted a land use permit to Pete Langmeier to raze a structurally compromised house and construct a new single-family residence at 510 2nd Street; the applicant does not yet own the property but the sale was described as nearly finalized.
For facility maintenance the board accepted John Klein’s $4,850 quote to install steel siding on the wastewater treatment plant building and the salt shed; Klein’s bid was preferred because it included electrical work the other bidder would not perform.
Clerk/Treasurer Shawna Atterbury presented and the board approved a slate of election workers for the 2026–2027 term, listing Chief Inspectors Bev Cathman and Linda Hoffman and several inspectors by name. After moving into closed session under Wis. Stat. § 19.85(1)(c) to consider employee compensation and returning to open session, trustees unanimously approved Christmas bonuses as discussed in closed session.
Other items: the board reviewed a $27,000 culvert quote and agreed to delay the work pending a Highway 35 road project; Director of Public Works Keith Leitzinger reported illegal dumping at the township quarry and next steps to inform residents; and the clerk reported that state and county tax reports have been submitted and tax bills are expected soon. With no further business, the meeting adjourned. The caucus and next regular meeting are scheduled for Jan. 5, 2026.
