Public comment and staff responses
Neighbors consistently raised concerns about increased traffic and the capacity of minor collectors such as West Carmel Road, the effect of more septic systems and wells, and perceived shortfalls in notification. Planning staff repeatedly responded that the plats met borough code requirements and that comments and handouts were retained in the record. Tyler Young, planning officer, told the room: “We read every single comment. Every comment gets entered into the public record.”
Multiple staff speakers noted that specific infrastructure work — driveway permits, PD&E reviews, ADOT/PF approach permits, and RSAs for road maintenance — are handled by separate divisions or agencies and will be resolved during the final plat or permitting stages.
