Council members press DPS on unauthorised Clifton Road use; notice of violation issued

Council members used the July 21 work session to press the Department of Permitting Services on local code enforcement after neighbors reported a Clifton Road single-family house converted to religious use without required permits.
Ihsan Mutaziri, deputy director with DPS, said zoning allows religious uses in many zones but that a change of use requires building permits and a certificate of occupancy. "We issued a notice of violation that you have done a change of use. You need to bring it into compliance. You have to come and obtain all the required building permits. We provide them 30 days," Mutaziri said.
Mutaziri added DPS staff have visited the site, engaged zoning and residential enforcement teams, and assessed whether front-yard millings or other site work triggered sediment-control requirements; he said the county is working with neighbors and that further action—fines, citations or seeking a district-court abatement order—would be an available next step if the owner fails to comply.
Council members said they appreciated the enforcement attention and asked for follow-up updates to the council once DPS can confirm whether the owner submitted permit applications or whether the matter has moved to the courts.
