Archdale — The City Council approved an alternative parking plan on April 28 that would allow a Tractor Supply conversion of the existing Lowes Foods store to provide 77 parking spaces rather than the roughly 131 spaces required under the city’s parking standard.
Planning Administrator Matthew Wells said the City’s parking regulations (following the 5th Generation Parking Manual) call for four parking spaces per 1,000 square feet for retail uses. For the proposed 32,665‑square‑foot building, that equates to about 131 spaces; the applicant, C.F. Smith Property Group, LLC, requested an alternative plan for 77 spaces, noting that Tractor Supply projects typically provide 60–80 spaces. Wells said the Planning Board unanimously recommended approval of the alternative parking plan at its April 6 meeting.
Councilman Roger Blackwell moved to approve the alternative parking plan for Tractor Supply; Councilman John Glass seconded and the motion passed unanimously. Wells noted the approval applies only to Tractor Supply; a different tenant or a modified site plan would require a new alternative parking request.
The council’s action facilitates the proposed conversion but does not approve building or site‑plan details; those remain subject to subsequent review and permit approvals.
