Council takes first reading on Hoosla Park field upgrades and Dream Park shelter repairs

At the July 20 meeting the council received first‑read presentations from Parks Director Jake Anderson on two capital budget amendments.

Hoosla Park baseball field: Anderson said the contractor’s estimate for the necessary field lip removal is about $43,000–$48,000; adding batting cages on the first‑base side would cost roughly $25,000. He said private donations of about $10,000 were expected to contribute toward the batting cages. Director Anderson described funding as coming from Parkland dedication fees with the amendment proposing additional Parkland fee usage to cover the difference. Staff noted the fiscal note should show the full project cost less private donations so future readers understand total project scope and funding sources.

Dream Park shelter: Anderson reported visible shingle failure and recommended a reroof that would include removing 10 skylights above the restroom hallway, replacing ceiling material and addressing buried plumbing that has caused leaks to drinking fountains. He said vendors recommended removing the skylights and replacing sheathing and that the project should ideally be completed before the snow season to avoid further damage.

Both items were presented as first readings; councilmembers asked for clearer fiscal notes and a line in the Hoosla Park amendment indicating privately raised funds. Staff agreed to incorporate those clarifications and return the items for final action at a later meeting.
