Boulder council tables childcare and animal-shelter funding, approves library landscaping contribution

Clerk/Treasurer Rosemary Perna asked the council whether it wished to continue paying utilities and alarm costs for the city-owned childcare building operated by Southwest Montana Youth Partners, estimated at about $5,000 per year. The council tabled the request for a later date.
Bill Crenshaw, representing the Animal Shelter and Care Committee, asked the city to pay the shelter’s water and electric bills and provide a port-a-potty for six months; Perna estimated the cost at about $5,000. The council tabled that request as well.
Perna reported excess funds in the Boulder Community Library account after Jefferson County assumed the library phone bill and water costs. City auditor Tom Hays recommended spending or returning the funds to the general fund; the council agreed to contribute $1,650 to the Friends of the Library landscaping project and discussed using remaining library fund excess to help the childcare building and animal shelter in FY2026/27.
Perna and City Administrator Brian Bullock said they would provide preliminary payroll expenditure figures for the next workshop on June 8, 2026. No formal council votes on the tabled requests were recorded at the workshop.
