Boulder council backs engineer-recommended wastewater upgrade to pursue grant funding

City Administrator Brian Bullock told the council that choosing an option was necessary to apply for grants and "the decision would not mean a definite rate increase in the amount for each plan," according to the transcript. Bullock presented three options that were discussed at a public hearing April 20: a "bare bones" plan tied in the transcript to a $15.84 increase, the "engineer's recommendation" tied to a $19.90 increase, and a full "whole enchilada" plan tied to a $27.70 increase. Bullock said all options assume 40-year loans taken out by the city; the transcript does not specify the billing period or unit for the listed increases.
Council President Drew Dawson asked Public Works Director Dennis Wortman which option he would recommend; Wortman recommended the City Engineer's preferred plan. Councilmember Michael Taylor moved to adopt the engineer's recommendation for the purpose of applying for grant funding; Councilmember Timothy Graff seconded. The motion carried with four aye votes from Dawson, Graff, Lewis and Taylor. Mayor Russell Giulio was absent.
The vote authorizes staff to move forward with the grant-application process; it does not itself enact a final financing plan or set a confirmed customer-rate increase. The special meeting ended at 5:33 p.m.
