Council adopts ordinance setting rules for cable networks in city rights-of-way

City Administrator Brian Bullock presented Ordinance 2026-01 during the council’s May 18 meeting as a measure to regulate construction, deployment and maintenance of cable networks in the City of Boulder’s streets, alleys and other public rights-of-way.
Bullock said the ordinance allows the city to manage its public rights-of-way, set reasonable, competitively neutral requirements for users and seek fair compensation for such use. Mayor Giulio opened the public hearing at 6:49 p.m.; no members of the public spoke and the hearing was closed at 6:50 p.m.
Council President Drew Dawson moved to adopt the ordinance on second reading; Michael Taylor seconded the motion and the council approved it with four aye votes. Bullock said the ordinance will take effect 30 days from the decision.
The ordinance is intended to provide a clear, uniform process for any cable service provider wishing to construct or maintain facilities in city rights-of-way and to ensure the city can require restoration, permits and compensation consistent with federal law.
