Waukesha Water Utility Commission approves series of contracts, developer extension and change order

The Waukesha Water Utility Commission on July 16 approved a slate of contracts, payments and a developer water-main extension during a regularly scheduled meeting.
In voice votes that passed unanimously, the Commission approved payments from the general and improvement funds and accepted a not-to-exceed $20,000 contract award to Cottingham & Butler to perform a classification and compensation study. Staff said two vendors responded to the RFP and that "Cottingham and Butler had one slight advantage" because of broader public-sector benefits data and positive references (Staff member).
The Commission also approved a $46,273.78 change order to Myron Construction for plumbing additions at the new operations center. Staff described the work as "additional backflow prevention to all of our hose reels in the garage" and an upgraded solution after the plumbing inspector questioned the originally proposed equipment (Kelly).
A unit-price contract and 1% city administrative fee totaling $946,055.64 were approved for the Water Utility's portion of the Luke Bourne and Walton Reconstruction Project (Mustang Brothers Inc.). Staff explained the project will loop Bourne to Walton to remove a dead end and reduce future break risk. "The motion is to approve the water main replacement for the unit price contract and 1% administration fee totaling $946,055.64," staff said (Matt).
Finally, the Commission approved a developer-requested water-main extension on Country Crest Lane at no cost to the utility. Staff said developer David Smart requested the work, which includes 550 feet of 8-inch PVC and 320 feet of 12-inch PVC, and described the agreement as the utility's standard 12-month developer agreement with no exceptions (Kelly).

What happens next Staff noted the Lukeborn & Walton project will also go to the Common Council for action at its July 21 meeting. Other items, such as advertisement for bids on well-abandonment work, will return to the Commission at future meetings for formal action.
The meeting then moved into informational items and a closed session on personnel matters later in the agenda.
