Troy School District trustees accept FY2025 audit, approve improvement plan and bus use

The Troy School District No. 287 Board of Trustees voted Sept. 15 to accept the FY2025 financial audit and approved the district's Combined Continuous Improvement Plan and a bus-use request.
Bailee Schnider of Hayden & Ross told the board the audit showed total revenues for FY2025 decreased 1.24% from the prior year while total expenditures increased 7.96%. She said payroll and benefits accounted for 54.2% and 21.3% of expenditures, respectively, and that the district ended the year with a $1,091,192 fund balance — about 2.5 months of expenses. "Management is doing great and the general fund is doing well," Schnider stated during the presentation.
Daniel Moyer moved to approve the FY2025 audit as presented; Lisa Hunter seconded. The motion passed unanimously. The board also approved the 2025–26 Combined Continuous Improvement Plan (motion by Lisa Hunter; second by Daniel Moyer) and granted bus use for a Troy Preschool trip (motion by Lisa Hunter; second by Daniel Moyer). Minutes record each vote as unanimous "aye."
The meeting included several routine financial and operational updates. The board reviewed August ASB budget reports and noted bills paid totaling $409,141.74. District administrators reported first-day enrollment of 326 students. Capital-project fund balances listed in the audit included a general school plant facility fund of $99,887, bus depreciation of $158,888, a track fund of $31,344 and a school modernization fund of $1,448,107.
Superintendent Klaire Vogt's report highlighted student activities at Troy High School — including a Pickleball Tournament, participation in the FFA National Convention and Students of the Month for the "Friendliest" award — and listed planned communications such as Back to School Night and Troy Talk spotlights. The district said it will pursue a University of Idaho Education & Agricultural PEARS grant to provide fresh fruit and vegetables for grades K–6; Nez Perce grants were also noted, awarding $9,500 for TES playground musical instruments and $6,947 for THS athletics upgrades.
Board members discussed facilities work: updates to baseball and football field sprinklers and grounds and kitchen equipment upgrades including a new oven and ice machine. The district said a Food Service review is scheduled for October and November and that it is reviewing options to stream football games.
The board approved the consent agenda by unanimous consent, which included the Aug. 11, 2025 meeting minutes, the bills-paid listing, a disposal list of music-class items and personnel changes — including the resignation of Madelayne Bagwill and a slate of new hires for special-education paraprofessional positions and assistant coaching roles.
