Coquille SD 8 board hears $2.3 million SIA plan to fund teachers, counselors and curriculum

Conny Cinco, who presented the district’s integrated programs item, told the board the district’s Student Investment Account (SIA) allocation for the 2025–27 biennium is "just a little bit over $2,300,000."
She said the district intends to use the funds primarily to pay personnel costs — including career‑technical education teachers, academic and social‑emotional learning counselors, and an equity team — and to support curricular adoptions and speech‑language pathologists and assistants. Cinco noted Oregon Department of Education requirements that a district publicly present the grant agreement and post it to the district website to allow public review and comment.
"One of the requirements that ODE makes of us is that we make public what our grant dollars are, what the agreement is, and that we post it to our website and we have to have presented it in a public venue so there's opportunity for discussion," Cinco said.
She added that SIA funds will also support educational assistants and a range of student‑facing services intended to increase in‑school supports for students.
Why it matters: SIA funding is a recurring, sizable revenue stream that districts use to staff positions and buy resources aimed at boosting student outcomes. The board’s public presentation satisfied ODE’s posting and discussion requirements; the district will publish the agreement and continue to report on allocations.
No formal vote was required on the presentation itself; the SIA plan was presented as part of the integrated programs agenda.
