Tetonia council approves two event permits, continues equipment-rental CUP and tables land-use text amendments

The Tetonia City Council approved two temporary use permits on Sept. 10 and deferred a conditional use permit and proposed land-use text changes for further review.
City Planner Ashley Koehler presented a revised event application for Christ’s Motor Club, which requested a partial closure near Dave’s Pubb for outdoor music from 12 p.m. to 4 p.m.; Ryan Bonilla recused himself from that item. Aaron Hansen moved to approve the modified permit, Blaine Ball seconded, and the motion passed with Bonilla recorded as abstaining.
The council also approved a road-closure permit for Tribe Artist Collective on a motion from Ryan Bonilla, seconded by Mandy Rasmussen.
On a separate land-use item, the council reviewed a Conditional Use Permit for Richins Equipment Rental Yard to allow storage containers on property zoned C-1. Council members raised concerns about unclear property ownership, missing proof of landowner consent, whether a sunset date should be included, and the absence of a site plan showing containers will not be accessible to the public. Ashley Koehler told the council the applicant must submit an updated site plan. Ryan Bonilla moved to continue the CUP contingent on receipt of an updated site plan; Aaron Hansen seconded and the motion passed.
Councilmember questions about accessory dwelling units and neighborhood impacts prompted a recommendation to table proposed Text Amendments in Proposed Ordinance 2024-03 until the council gathers more information; no motion to adopt the amendments was made at this meeting.
