The Smyth County Board of Supervisors voted June 11 to schedule a public hearing for 5:00 p.m. on June 18 to consider Budget Amendment #7, a $5,002,000 revision that county officials said is primarily related to school funding adjustments.
County Administrator Shawn Utt described the amendment and Assistant County Administrator – Operations Lisa Richardson provided the county’s financial figures. Julie Bear, director of finance for Smyth County Schools, told the board that the amendment reflects state-funded support for virtual students, a reduction in dual‑enrollment costs and additional ESSER reimbursements that changed previously estimated revenues and expenditures.
Because the amount exceeds 1% of the county’s annual budget, Stafford County policy requires a public hearing; Smyth County staff said the same threshold mandates the June 18 hearing. The board voted unanimously to schedule the hearing; the motion was made by Royal Oak District Supervisor Courtney Widener and seconded by Chilhowie District Supervisor Mike Sturgill. Chair Atkins was absent.
What the amendment includes: county staff said $2,000 is designated for the Commonwealth Attorney’s junior attorney program; the remaining $5,000,000+ reflects school-related revenue and expenditure adjustments tied to state funding and federal ESSER reimbursements, per the School Division’s finance director. The amendment will be available for public review prior to the hearing.
