Commissioners expressed reservations about forming a joint commission, citing difficulties coordinating schedules and hearings, and emphasized that public hearings for AOI adoption need to be conducted correctly.
Commissioners recommended that AOI agreements between neighboring cities be as similar as possible to simplify enforcement and administration. The commission also discussed technical limits: state statute restricts AOI boundary size, and a cluster‑bonus subdivision option would be impractical for lots developed with well and septic systems on quarter‑acre parcels because of required separation distances; commissioners noted the cluster bonus might be reconsidered only if parcels were annexed into city limits and utility configurations changed.
