Minto City Council approves 2025 preliminary budget, appoints Narloch and carries routine measures

Mayor Larry Jamieson called the Minto City Council to order on Aug. 9, 2024, and the council moved through a slate of routine approvals while setting the town’s preliminary tax levy for 2025.
The council approved the 2025 preliminary budget, which mills property at 103.45 mills and is shown in the minutes as $139,508.12. The council set a public hearing on the final budget for Sept. 9, 2024, at 7:00 a.m. at the Minto Community Center. The action was recorded as approved by motion and carried.
After a 15-day vacancy, Mayor Larry Jamieson appointed Councilman Narloch to the vacated council seat; the appointment was recorded and the council subsequently approved Narloch’s committee assignments to Employee Relations and Building & Grounds.
Council members also approved a $2,250 payment representing Minto’s share of a cost survey for a proposed Walsh Regional Water treatment plant (motion: moved by Narloch; second: Miskavige). The council accepted a $4,000 bid from Bielewski Construction to remove a north culvert and correct drainage, and approved Resolution 2024-004 to sell a 1994 Ford XLT pickup to the Minto Park Board for $1.
The council completed the second reading and approval of Ordinance No. 193, which amends section 6.0305 of Minto’s revised ordinances to clarify that building sewer installation, connection and maintenance costs are the responsibility of the property owner and that the owner must indemnify the city for related loss or damage. The motion for the second reading was moved by Councilman Narloch and seconded by Councilman Kelley.
Routine business approved without extended discussion included two building permits, one gaming permit, and the claims and financials listed in the minutes (vendor claim list and payroll items were approved on a motion by Councilman Kelley, seconded by Councilman Miskavige). The council also authorized an annual $1,200 purchase for BMS Pay.
With no further business the meeting adjourned at 8:28 a.m.; the next regular meeting was scheduled for Monday, Sept. 9, 2024, at 7:00 a.m.
