Sedan council approves amended agenda and bills, tables roof bids and holds executive session on police chief retention

The Sedan City Council met Nov. 18, 2025, at 5:30 p.m. and approved an amended agenda and payment of bills totaling $36,686.32 while taking several items under further consideration.
Mayor Bryan Blankinship presided. Council member Janice Fine moved to add an agenda request from C & L Tires; Kathy Miller seconded and the motion carried. Adam Clark moved to amend the agenda to show a bills total of $36,686.32; Pam Koerner seconded and the motion carried. The council then approved the amended agenda.
The council approved minutes of the Nov. 4 meeting and voted to pay city bills totaling $36,686.32. During public comment, resident Tim Nordell raised concerns about lighting on Main Street after dark and foot-traffic safety. City Clerk Lana Smith said she had obtained a prior quote from Caney Valley Electric in April for roughly $9,000 to replace the lights; council members requested an updated quote from Caney Valley Electric.
Police Chief Kirk Richardson presented a proposed new route for the city Christmas parade scheduled for Dec. 6, 2025; the council approved the route. Clerk Smith also noted the BAF155T budget-balance report before the council; Treasurer Raven Darnall presented the formal October financial report.
On a personnel matter, the council voted to enter executive session under K.S.A. 75-4319(b)(1) to discuss terms and conditions of employment for nonelected personnel regarding retention of Police Chief Kirk Richardson. The meeting resumed at 5:45 p.m.; the minutes state no decisions were made while in executive session.
The council reviewed three bids for a new City Hall roof; staff reported that contractors had observed hail damage but an insurance adjuster reported no damage. The council asked the insurer to send another adjuster and tabled the roof bids until the next meeting.
Lana Smith requested in-house CIC year-end training at a cost of $4,200 plus expenses; the council approved the training contract. Curtis Hubert asked the council to consider doing business with his business, C & L Tires; the council recorded the request for follow-up. The council reviewed sections G–O of the employee handbook and voted to table final approval until the next meeting. At 6:20 p.m. the council adjourned.
