The applicants, Maha Hasan and Lina Hasan, told council the facility will be state-licensed, serve only children under 18, and will not house residents on ventilators. "All residents would be children under the age of 18 and none of them would be on any type of machine," Maha Hasan said, describing staffing plans that include two to three adults on site at all times plus a director and individual case managers.
Councilmember David McGowan and resident Claudia Reed pressed for details about staff certification, emergency planning and whether generators would be required for medical equipment. Reed said she supported the facility but wanted clarity on whether staff would be properly certified and how emergencies would be handled. The applicants said state licensing is pending final walkthrough and that employees would be certified. The council added a condition requiring the applicants to contact Johnston County Emergency Management and the Wilson's Mills Fire Department to note any mobility or medical needs for emergency responders.
Planning staff summarized the applicant's statements and technical findings, noting the Planning Board recommended approval. Council attached the following conditions before voting to approve: installation of a fence prior to opening; no visitors and no parking on the street; a maximum of four children at the facility; revocation of the Special Use Permit if three substantiated complaints are filed; confirmation of final state approval before opening; and coordination with local emergency services. Fire Chief Moore noted applicants must make requests to emergency services for any special notifications.
The motion to grant the Special Use Permit was made by Councilmember David McGowan, seconded by Councilmember Tim Brown, and carried unanimously. Per the applicants' statements, inspections will include an annual state inspection and quarterly local inspections. The permit will be revoked if three substantiated complaints are recorded against the operation.
The council's action allows the applicants to proceed with final licensing steps and required local conditions before opening the group home.
