PSAP board cites higher 2025 overtime, phone-line overage; director to add part‑time staff

The Ashland-Bayfield Consolidated PSAP Board reviewed its FY2025 year-end finances at a Jan. 20, 2026 meeting, where PSAP Director Meagan Quaderer said 87% of the year’s expenditures had been recorded and overtime was higher than budgeted.
Quaderer told the board the overtime increase was driven by Computer Aided Dispatch and Emergency Medical Dispatch training and by extended, health-related leave for dispatchers. She said full‑time, part‑time and department‑head payroll lines did not exceed budgeted amounts, but the nonemergency telephone-line category did exceed its budget and she was unsure why the prior budget produced that result.
The discussion noted that the PSAP has one dispatcher currently on medical leave and Quaderer expects 2–3 dispatchers may require medical leave in 2026. To address staffing and reduce overtime she said hiring of additional part‑time staff will begin soon; she also said she expects 2026 overtime to be lower because training demands will ease and staffing levels will increase.
Board members pressed for clarity on allocation and reporting. Quaderer said the PSAP’s funding formula splits costs 50/50 between the participating counties and that the bylaws require a unanimous vote in July to change cost allocation for the following year. She also said she will provide combined totals for radio, phone and record-entry activity at the next meeting.
The board took a formal action to approve the Sept. 16, 2025 meeting minutes during the session. No public comments were received. The board agreed to meet every other month; the next meeting is scheduled for 1 p.m. March 17, 2026 in Ashland County with a virtual option.
