Brentwood Public Works Committee forwards sustainability dashboard contract and selects H Design for maintenance-facility design

The Brentwood Public Works Committee on June 9 voted to forward a contract to hire KLA to build the city’s sustainability dashboard and recommended H Design Group for professional design services for a proposed maintenance facility.

The committee discussed the dashboard’s scope and funding before approving the recommendation to contract with KLA. A committee member moved to hire KLA using initial funds from the sustainability commission; the chair seconded the motion and members approved it by acclamation. Staff said the sustainability commission has $20,000 available to begin the work and that long-term IT hosting and maintenance would be coordinated with the city’s information-technology staff.

"We would basically have a link on our sustainability page that would take you to the dashboard page," Eric, parks and recreation staff, said, describing how the dashboard could mirror the city's existing web pages. Staff said Michelle (website and social-media liaison) and Eric would work directly with the vendor on content and layout.

On the maintenance facility RFQ, public-works staff reported 11 proposals were received and three finalists interviewed. Dan, public works staff, said the review team narrowed the field to H Design Group and Chiodini and recommended H Design Group based on more recent public-works experience, stronger references and a more detailed program and planning approach. The chair moved to forward the selection to the full board; the committee approved the recommendation by acclamation.

Dan summarized the RFQ process and rationale: "H Design provided more complete examples of what they did recently and then the past as far as public works facilities," he said, noting references and municipal-client feedback factored into the recommendation.

Committee members also received operational updates from public works. Dan reported the repaired McKnight Road crosswalk hardware is operating and that the system records peak pedestrian volumes ("over a 100 crossings in an hour" at times). He said a damaged stainless-steel cabinet needed for Manchester Road signals should arrive in June to restore service to several lights, and that two additional damaged lights near a storage facility and a church are pending electrician work.

The committee discussed striping on Litzinger Road, where markings faded after a 2016 STP resurfacing. Dan said Brentwood’s estimated share to restripe the city portion from McKnight to Brentwood Boulevard is $5,450 and that adjacent jurisdictions (county and Rock Hill) own portions of the corridor. Members asked staff to seek a subdivided quote and to ask Rock Hill whether it will contribute; staff will return with pricing and coordination options at a July meeting.

Parks staff described two park initiatives discussed at the meeting: pursuing 'Bird City, Missouri' recognition and a proposed summer pilot with Urban Chestnut brewery that would place a mobile tap in Brentwood Park for select evenings. Eric said Urban Chestnut agreed to pay the city’s $100 food-truck fee for each event and "they're willing to donate 10% of the proceeds of every beer poured in Brentwood Park to the Brentwood Park parks maintenance and liquidity fund." Staff will seek a special-use permit for the pilot.

The meeting concluded with staff noting ongoing sewer projects and temporary parking-lot grading, and the committee adjourned without further business. The KLA contract and the H Design Group selection were marked to be forwarded to the full board (KLA as a consent-item recommendation for the July board meeting).
