Committee approves narrow ordinance change to allow biking on a short sidewalk segment; vote 4–1

The Wausau Public Health and Safety Committee voted 4–1 to amend section 10.40.004 of the city code to allow bicycling on a short sidewalk segment along River Edge Parkway to improve connectivity until a multiuse path can be built.
City staff member Carrie told the committee the proposal came from the Bicycle and Pedestrian Advisory Committee to address gaps in connectivity and public comfort with biking that currently force cyclists onto the roadway. “The River Edge Parkway, the goal is to have as much path connectivity as possible,” she said.
Alder Trueblood opposed the change, saying the sidewalk is narrow and mixing pedestrians and faster electric bikes creates safety risks. “I just don't think this is the best solution at this time,” he said. Alders Solonski and Lukens supported the amendment, saying the short permitted segment would be safer for cyclists than forcing them into traffic on the steep hill.
After debate, Alder Lukens moved to amend the ordinance and Alder Watson seconded; the measure passed on a 4–1 voice vote, with Alder Trueblood voting no. The committee recorded the change to allow biking on the designated sidewalk stretch and indicated staff should pursue long-term multiuse-trail improvements.
