Hatboro-Horsham board adopts dress-and-grooming policies, approves hires and several facilities change orders

At a July 20, 2026 legislative-action meeting, the Hatboro-Horsham School District Board of School Directors approved a package of routine items, adopted two revised dress-and-grooming policies on final reading, ratified human-resources appointments and approved facilities change orders and settlement agreements.

The board opened by noting the meeting was being recorded and conducted roll call; six board members were present. After approving the June 15 meeting minutes, the board approved the consent agenda covering fund reports, ratified contracts and student trips.

On facilities, the board approved change orders for the high-school electrical-line trenching project and the Hallowell Elementary School roof-replacement project, and approved an increase to the high-school backflow-preventer capital project. Those items were moved by Ashley Pearson and seconded by Susan Hunsinger Hoff, and were adopted by voice vote.

On personnel and human resources, the board approved routine HR action items and employment agreements. The personnel motions included the employment contract for Dr. Kelly Sendle as the district's director of human resources and the appointment of Dr. Robert Campman as interim principal at Crooked Billet Elementary School. Both were announced by the superintendent and welcomed by the board; the HR items were approved as part of Items 8a and 8b.

The board adopted two policies on final reading: Policy 221 (student dress and grooming) and Policy 325 (staff dress and grooming). Both policies had been returned for reconsideration following discussion at the June 15 meeting and were adopted at this meeting with unanimous voice votes.

Other actions taken included approval of a tax-assessment stipulation with a commercial property owner in Horsham Township, authorization of student-activity signers for the 2026–27 school year, approval of settlement agreements under special services, and approval of a general release agreement. The board adjourned after a brief period for board comments; the motion to adjourn passed by voice vote.

Why it matters The policy adoptions update expectations for student and staff appearance, which affects building-level enforcement and communication to families and staff ahead of the school year. The personnel approvals installed a district HR director and an interim elementary principal, changes that will affect staffing and building leadership this fall. Approved facilities change orders authorize contractor work and budget increases for active summer capital projects.

What’s next The board will meet next on August 17, when it plans to present additional facilities updates, including field use and accessibility at Keith Valley Middle School. The superintendent said summer communications and back-to-school newsletters will be released in early to mid-August.
