Public works reports progress on reservoir, waterline, bridge and wastewater projects; several 2026 completion targets

Staff reported two bids for the Haystack Heights Phase 2 project; council authorized awarding the contract and intent to award was set to Big River Construction, with contract execution and a kickoff meeting pending and an estimated July 2026 completion.
Bridge and reimbursement issues: the 1st Street Bridge seismic evaluation remains in progress; staff said reimbursement requests have been delayed and the design completion date was extended to Feb. 1, 2027. Verdantas has replaced Civil West as the engineer of record on that project, and staff noted ongoing reviews with EHP and SHPO as part of permit coordination.
Wastewater work: staff reported wastewater treatment-plant generator replacements are being procured with expected delivery in fall 2026, and that grid removal from Aeration Basin No. 1 was completed last Friday; staff described the basin work as a large undertaking requiring significant manpower.
Timing and constraints: staff warned that federal agency responses related to reimbursements could be delayed due to a partial federal shutdown and said some projects will be adjusted as agency feedback is received. Staff committed to monthly updates and said they will include the presented status sheet in future meeting minutes.
Next steps: staff will finalize contract execution steps for Haystack Heights Phase 2, continue reimbursement follow-up for the 1st Street Bridge, receive generator deliveries and complete remaining construction tasks in 2026. The council did not take separate votes on these updates during the meeting.
