The Soda Springs Planning & Zoning Commission on Aug. 12 recommended approval of a conditional use permit that would allow steel-and-concrete storage units at 481 South 3rd East (part of Lots 3 and 8, block 2) contingent on several conditions, commissioners said.
Trent White, the applicant, told the commission he had changed the design from shipping containers to permanent steel structures set on concrete foundations, saying the new approach was "a better plan and will look nicer." He described the units as to be rented to residents of the Soda Mobile Park and to the public and said they would have white siding with black doors and be mounted on permanent foundations.
Vice Chairman Lori Anne Lau raised traffic concerns, saying the narrow internal road through the mobile-home park could see increased vehicle activity. Commissioner Chris Guedes and Engineer Alan Skinner discussed access requirements and the need to keep driveways clear; commissioners also flagged snow-storage impacts on neighboring farms. City Attorney Tom Smith suggested making any fence requirement contingent on the completion of the planned city road to the east.
At 6:50 p.m. Commissioner Chris Guedes moved to recommend approval with three caveats: that the property install a 6-foot privacy fence along the north and east sides within 12 months of completion of the planned city road to the east; that the area around each concrete foundation be stabilized with concrete, asphalt or gravel; and that the permit be consistent with City Ordinance 17.68.020. Commissioner Stephen Simmons seconded. The commission approved the recommendation with votes reported as three in favor and one abstention; Vice Chairman Lau is recorded as abstaining. Guedes then moved to amend the recommendation to make final approval conditional on the City Council also approving required rezoning; that amendment passed by the same margin.
