Soda Springs planning commission reviews Impact Area Agreement edits, zoning map and tiny-home size limits

The Soda Springs Planning & Zoning Commission on Jan. 14 reviewed proposed edits to the city’s Impact Area Agreement with Caribou County, discussed changes to the city zoning map and conditional/permitted uses, and asked staff to research potential minimum-size limits for tiny homes.
Chairman Charles Fryar opened the meeting and led a discussion of comments to the Impact Area Agreement with Caribou County. Vice Chairman Lori Anne Lau sought confirmation that the city would retain input on public hearings and building permits; Helen Barker of the Caribou County Planning & Zoning office confirmed that the county’s language preserves the city’s role. Mitch Hart, Council President, suggested adding the phrase “of Ordinance 2017-02” after Section 7 of the agreement to make the cited provision easier to locate; Helen Barker was given a copy of those proposed edits.
The commission also reviewed the municipal zoning map. Commissioner Chris Guedes raised questions about how zones are displayed and suggested using a different color palette or adding lines or circles to improve clarity for the public and staff.
Under unfinished business, Chairman Fryar asked commissioners to complete a proposed conditional/permitted uses worksheet before the next meeting to help move a zoning text amendment forward.
On a related zoning topic, Alan Skinner, city planner and engineer, told the commission to consider how the city should treat tiny homes. Skinner offered as an example limiting minimum dwelling square footage and asked commissioners to think about options. Vice Chairman Lau instructed the P&Z secretary to add the tiny-homes item to the next agenda, and Commissioner Guedes said he would send examples from other cities to staff for review.
