Adam Clark agreed that the "principle" is that donations should come from citizens rather than the city. Mayor Bryan Blankinship said he authorized the payment "in order to give back to the community."
Angela Evans moved to approve payment of the bills, Adam Clark seconded, and the motion carried with Kathy Miller recorded as the lone Nay. The council had earlier approved the meeting agenda and Sept. 3 minutes by unanimous action.
No further action or formal policy change about donations was made at the meeting. The record shows the item was discussed as part of routine bills and payments rather than as a separate donation ordinance or grant-making decision.
