Parks committee debates prioritizing Spruce Preserve trails and interpretive signage

"I think that we should have some level of discussion, you know, each time," said a committee member, urging steady progress and suggesting the group identify a project to advance to the budget committee for funding. Members proposed focusing on items that are not already in public-works plans and highlighted two trail concepts at the Spruce Preserve: a loop trail near Highway 101 that would require a raised structure across a wetland, and a connector trail from 1st Street and Spruce into the existing trail network.
Betty and other members proposed starting smaller, such as interpretive signage at ECFR, and then advancing to larger trail proposals once design direction from council and public works is clear. Chris (city staff) advised that the committee could submit a placeholder budget request "before the 30th of this month" to secure initial funding and recommended engaging designers or consultants to scope trail feasibility.
Members flagged zoning and permitting constraints for some options, noting that raised boardwalks through wetlands would be relatively expensive and require approvals. The committee agreed to keep master-plan items on the agenda and to return with potential placeholder budget figures and design contacts.
