The Soda Springs Planning and Zoning Commission on Sept. 9 recommended annexing a parcel owned by MASRHE, LLC (parcel #09541E124800) into the city and attaching a neighborhood commercial zone, forwarding the recommendation to the City Council for final action.
The application seeks annexation so the parcel would be eligible for municipal water, sewer, police, fire protection and road maintenance if accepted. Members of the public asked about prospective uses; staff noted existing access from Highway 30 but said a street and a 60-foot right-of-way would be required, and that state Department of Transportation approval would likely be necessary for direct access. Attorney Tom Smith read the ordinance language that an annexed parcel must have a zone attached, and said the parcel is in the city's Area of Impact and annexation requires owner consent and contiguity. During discussion, Vice Chairman Lori Anne Lau raised concerns about the financial implications for city-provided services and Commissioner Chris Guedes expressed support for annexation.
Commissioner Stephen Simmons moved to recommend annexation; Vice Chairman Lau seconded and the motion carried. The commission's recommendation is advisory; the City Council will make the final determination and decide whether to approve the requested zoning and service commitments.
