Soda Springs — The Planning and Zoning Commission on March 11 unanimously voted to recommend that the City Council reclassify five parcels at 451 E. Hooper Ave from R1 to C1 and to grant a conditional use permit for two 40-foot shipping containers with a connecting roof to be used as contractor storage.
The public hearing on the rezoning opened at 6:05 p.m. Applicant Todd Smith told the commission the parcels are titled to Bryant and Donna Smith and that the family intends to combine the five lots into one. "It was just how their family divided them many years ago," Smith said, explaining why the property is currently split into multiple parcels. Commissioner Chris Guedes noted the property already functions as a commercial (C1) use because the business on the site was established earlier and is effectively grandfathered in. Guedes moved to recommend approval; Commissioner Waynet Jo Turner seconded, and the motion carried with all members voting in favor.
At 6:16 p.m. the commission held a second public hearing on a Conditional Use Application for two 40-foot shipping containers with a connecting roof that the applicant said will serve as a contractor shop. Todd Smith described the containers as "free of rust" and appearing new, and said the plan calls for an engineered painted roof with a 120-pound snow-load rating and tin on the roof and sides to improve appearance. Smith said the proposed placement would be "mostly out of sight." When Commissioner Guedes asked for overall height, Smith said each container is 9.5 feet tall and the roof would add about 4 feet, for a total of roughly 15.5 feet. Guedes moved to recommend approval of the conditional use permit, citing compliance with Soda Springs Code 17.68.020 and harmony with the Comprehensive Plan; Turner seconded and the motion carried unanimously.
Both recommendations will be forwarded to the City Council for final action. The commission handled the items as a single-property package: a zoning reclassification to align the official zoning with the existing commercial use, and a conditional use permit to formalize the proposed contractor storage structures.
The meeting opened at 6:02 p.m., approved the Feb. 11 minutes after a spelling correction, and adjourned at 6:32 p.m.
